This sentence means one thing when heard in a bar (about a woman, usually). It means something different when applied to a guy, and something COMPLETELY unrelated about a guy in a library.
Two reactions: 1) another guy offered to "take him out" if we'd like; 2) someone called the cops--without telling us--who called us to see if we actually needed their assistance with this unruly, foul-mouthed, not-very-bright patron. He'd left by then.
So, this is 6 interactions with the local police in the past 6 days, two today alone.
Yeah, "libraries are safe." Uh-huh.
