Can I be fined for this?

So. Yesterday as we were beginning to close down the library, one of the circ staff, South America, walked into the workroom from the children's department. She was giggling somewhat maniacally. She's not normally a giggler. I asked her what was so funny. After hemming and hawing, she walked me into the Children's Room and pointed to the sign below. The giggling commenced again as she said, "See? Nice doggie, right?" and patted him on the nose.

Just at that moment, Music Dude appeared around the corner entering the children's room and he started to turn red: "Oh, no. You're showing her too??!" And he's giggling too. He's also not a giggler.

I still didn't get it.

Then, S. A. walked me around behind the sign and suggested I look at the 'nice doggie' now:

Oh dear God. The saddest thing is that the woman who made this sign won't even see what's so funny.

Now, looking at the photos, I'm about crying with laughter, because of the light fixtures in the background of the "doggie" side of the photo. They add to the verisimilitude

Hrhhhrrm. OK, I'm supposed to do Reference all afternoon today. THANK GOD, not in the Children's Room.
